On order of the Court, the application for leave to appeal the December 20, 2018 order of the Court of Appeals is considered, and it is DENIED, because we are not persuaded that the questions presented should be reviewed by this Court. The motion for stay and the motion for reimbursement, to amend application, to supplement, and to expand the record with a request for a Ginther hearing are DENIED.
