Bill of complaint to restrain City of Chicago from certifying and paying out moneys under appropriation ordinance to certain grades in the police department. Bill dismissed for want of equity. Appeal from the Circuit Court of Cook county; the Hon. Hugo M. Friend, Judge, presiding. Heard in the Branch Appellate Court at the March term, 1922.

Affirmed.
